They only served under the Estonian flag in the years 1937–1940, after which the Republic of Estonia was occupied by the Soviet Union. The construction of custom-built submarines was not cheap, but Estonia’s top military leadership considered their acquisition essential. The Kalev-class submarines symbolized the will of the small nation to fight for its independence.“
